As a law enforcement executive with the FBI, he has held leadership positions focused on counterterrorism and incident response.  Philip leads the development and implementation of the Lockdown ALM®️ system, which enables real-time communication during active shooter incidents. His responsibilities also include directing the creation of training programs and standard operating procedures, ensuring that stakeholders, building occupants, and first responders are well-prepared for emergent crisis situations.
